Haapala illuminates the relationship between procedure and debate in the British parliamentary culture that was formed during the nineteenth century. While emphasising the constitutional shift to parliamentary government after the passing of the 1832 Reform Act, the chapter demonstrates its effects on the parliamentary culture with a special focus on the increasing role of debate and the attempts to reform House of Commons’ procedures. It argues that metacommunication (1) describes a new, third stage in election coverage after issue and strategy coverage; (2) reflects the mass media's new role as a political institution in the third age of political communication; and (3) can be seen as the news media's response to a new, third force in news making: professional political PR. In Finland the use of public relations (PR) agencies and consultants in political decision making has increased in the last two decades. The development of the Finnish political realm has been similar to that of other Nordic countries where the PR industry has built a strong linkage to the political sphere. The present study analyses how Finnish PR consultants with a political background use and attempt to influence the news media as part of lobbying processes to advance their clients' causes.
